It ain't coming. CoD3 was for consoles only. As someone who owns both CoD 2 and 3, I can honestly say that you aren't missing much. I find 3 to lack a good deal of polish, and the online maps lack imagination. Everything about the game came off as "blah".
It is still fun to play, and the inclusion of multiplayer classes and a larger group of online players (16+? can't remember) are welcome additions. I'm fairly sure that the development of 3 was farmed out to another developer, while the main company began work on CoD4. This is (most likely) the explanation for the lack of quality on 3.
Long story short, it was fun, but not fun enough to pine for on the computer. Just keep playing CoD2 and imagine that you can throw the grenades back at enemies, and you should be A ok.
