In case you didn't know, this a heated debate in Japan even today, and much of the influence for that debate comes from other countries. Other countries want to force Japan to make sexual cartoons of children illegal simply because they don't like it, and that today's globalization means that lolicon is spreading outside of Japan.
Funny thing is that in Sweden, where the law actually states that cartoon children should be seen as the same as real children when it comes to porn, the supreme court ruled that cartoon children cannot be illegal as long as they look unrealistic. They said that the freedom of speech was more important than protecting real children from cartoon images. It's mostly the US that wants lolicon banned all over the world so that the world can adjust itself to US standards. That's how the US government thinks.
Of course, this won't happen as long as people have free will. I really love how the US is trying to "unite" the world so that everyone can live in harmony and be friends. Oh.... and.... whose laws should everyone follow? The US laws of course!
