Typically there is only one kill by the "Werewolf" team. Remember the team has a special power this game, so SOMETHING different is going to happen eventually and that might be it. Also the Vigilante can kill during the night if he gets activated.

Edit: Thinking about this again I think it all becomes clear. Dexter wanted to be the only frontpage staffer playing these games so he offed Fraser first chance he got - that's his alibi. We have you now, demon.
