Saw it at work for $5 CIB, and from the name alone (and awesome cover art), it was a no-brainer. Thoroughly enjoyed the Contra clone.
Also, the fist fight is great, I suggest you watch it.
General Chaos? :?
Shining Force series
Shining Force 2 is dabess
The Vectorman games were great! Too bad Sega hasn't bothered with making a new one of those.
Make a Sega Mega Drive thread next!
Honestly this collection will answer this question a lot, so just get it. It's only like $20 now too, maybe cheaper.

Anyone remember Sword of Vermilion? I was totally addicted to that game when I was a wee lad.
Out of curiosity, wasn't there a thread like this a long time ago? Something about underrated or overlooked games?
...I ask of the guy who made the thread and didn't even bother to actually participate...
i was always a fan of chakan, i remember little to nothing about the game other than it being a hack n slash type game, but the main character looked cool and let's face it, that's why you buy games

If you have a physical Genesis, X-Men has one of the most amazing game twists of all time.
And X-Men 2: Clone Wars is actually a fabulous, fabulous game. Surprising but true!
I always loved Haunting: starting Polterguy such a unique game where you scare people out of your house. btw its an EA game back when EA did games other then sports.
Zombies ate my neighbors, Lion king, and whatever the fuck the Aerosmith game was called.
